The makefile should make a complete system as setup.  It is setup for no 
quantization right now, so the transmission rate is not really 2.4kbs.  Once
compiled (on the SUN architecture), then the script lpco we have supplied can be used as follows:

	lpco inputfile

The input file must be a 16 bit linear PCM file.  The output will be placed in
the same directory as out.au
